FEATURES OF ENTERING CLOTHING MARKING “HONEST MARK”

Identification is carried out by importers, distributors, retail/wholesale companies. There are certain deadlines for the introduction of labeling requirements for all product groups. For shoes – it is 07/01/19, for other groups of textiles and clothing – 12/01/19. Services for generating and providing codes are provided by the Center "Honest Mark", which requires registration and a number of simple conditions.

The labeling of knitwear and other products is carried out in accordance with the legislation, which establishes that the launch date of the system is 01.12.19, that is, starting from 2019, work on the identification of goods is mandatory. The list of all goods subject to labeling includes:

• work uniform;
• products made from genuine, composite leather;
• knitwear for girls, women;
• outerwear for men, women, teenagers;
• bed sheets, kitchen cloth, toilet towel, table linen.

EQUIPMENT FOR SELLERS

Since 2019, such product identification rules have been in effect for all importers and sellers, and since 2020, labeling of clothing for retail trade became mandatory. Depending on the group, different foreign trade codes are assigned. For shoes - 6401/02/03/04/05, for cover - 6302, for women's and men's clothing - 6202 and 6201, respectively, knitwear for girls - 6106, work uniforms and leather goods, including synthetic - 4203 10 000. Mandatory marking is regulated by Federal Law No. 487. All marks are unique, containing signs of verification and identification.

All identifiers are unique, they are generated upon request by the operator of the “Honest Mark” system, the cost of one sign in 2020 is 50 kopecks. (without VAT). The validity period of the marking code is not limited.

In accordance with Federal Law No. 381, liability for violation of the product identification procedure is provided in the amount of 10 thousand rubles. At the same time, the fine imposed on legal entities is 5-10 thousand rubles, on officials - 1.5-3 thousand rubles.

STEPS OF THE PROCEDURE, HOW MARKING OCCURS

To connect to the Honest Mark system, you need to perform the following actions (the connection service is provided free of charge):

• submit an application to the Center for the Development of Planned Trade (CRPT);
• install an online cash register;
• connect a barcode scanner (a 2D scanning function is required for code maintenance);
• ensure the normal operation of electronic document flow.

The applicant is required to provide the following information:

• certificate of registration of the applicant;
• banking details, statutory documentation;
• digital signature;
• certificates, declarations for the object to be installed by the chip.

Each unit of goods is subject to identification, then the information is entered into the register automatically, which allows for record keeping. Products will be available for sale only after scanning the signs, which protects against illegally imported goods and low-quality products. The number of marks issued is limited, which acts as measures to protect the legal product and manufacturer.

Stages of marking:

• An identification mark is applied to the products, which is automatically registered in the database. The codes are generated by operators of the Center for the Development of Planned Trade (CRPT).
• When transferring goods from one object to another, information about the actions performed gets into the Register of the « Honest Mark» Center. This happens until the moment the goods are sold through the cashier, during which information about the product's removal from circulation is generated through the use of the Fiscal Data Operator (OFD-operator of fiscal data).

Labeling of imported clothing is a mandatory stage of product delivery for sale in the territory of the Russian Federation. The presence of an RFID tag shows that the product was imported legally, meets the legal requirements for the quality and safety of the textiles that are being sold.
